Add a feature to prevent notifications from blocked users. notifications from blocked users are showing up and the only way to prevent is to add their ID to ignored users...

**Describe the Bug** When installed BD Plugins section still shows it as version 1.1.3. It also says there is an update available. Clicking update just reinstalls the same non-working version....
After a recent Discord update, they have broken both core BD and majority if not all plugins. BD have already released a core update but plugins still remain broken such...
Please add an option to disable the spamming of plugin failures. 
I'd want to get notifications for any messages I receive, but I don't want it to include all server messages, and instead want only messages that either ping me directly...
