Should be fixed again by #4997, which will be merged into `master` as a part of #4799. :')

Looks like this may have been superseded by #4630, although currently the `STREAMELEMENTS_VOICE` config option is not being used anywhere so I'm not sure the existing implementation of `StreamElementsSpeech` works...
