Who would have GNU make, but not touch or sh.exe? If someone has make you can assume they have bash, as they can probably find it in the same place....

Following this suggestion will fix #741 and #730 The current definition of `byte_string` doesn't work on either PY3 or PY2. On PY3 it expects a `str`, but everywhere using it...

Actually, it looks like this is a bit of a moot point, as venv doesn't get "rebuilt" if there are any external changes. i.e. if i do: $ make venv...
