Please use your own web host (without cloudflare or similar checking) or try [mc-packs.net](https://mc-packs.net/), Dropbox is known to sometimes cause issues lately.
You'll have to take a look at why you are disconnecting in your server and client log.
Could you please also provide the plugin, client and server versions that you are using when this happens?
The client's latest log should include information about why it isn't applying the pack the first time. Also the plugin's debug log messages might be helpful.

Maybe but it should just replace the local one if it doesn't match. If it doesn't I suggest opening an issue with Mojang.

I assume you mean a message when they reject the pack? If so then that's a feature of the extended [ForceResourcepacks](https://www.spigotmc.org/resources/force-resourcepacks.10499/) version.
