比赛代码导出并不是第一发ac，并且会出现无中生有的代码

## 问题 从public导入题目到比赛后，两边题面没有同步id也不同 而且若删除public内的题后无法再次从比赛内make public ## 解决方案1 （最优） 完全同步内外题目 ## 解决方案2 支持从public导入到比赛后删除public并从比赛里make public ## 解决方案3 支持向比赛export/import problem ps. 希望有个整个clone比赛题目的功能，因为我们学校搭了两套这个系统，一套用作内测验题，一套公开，转移比赛题目很麻烦
