What I can't figure out is why it's needed. It doesn't seem to be used for anything other than to validate it.

I'm seeing this as well. Switching to nord-vim colorscheme (https://github.com/arcticicestudio/nord-vim) for example shows the highlight but with vim-one the highlight disappears. I'm using latest Neovim 0.4.3.
