I'm not sure if I want to close the issue, but the problem is that the project should have atleast one swift file. (the file can be empty) https://forums.developer.apple.com/message/264817#264817

No unfortunately not. I additionally tried adding `spec.weak_frameworks = 'Metal'` but the same error occurs (when there is no .swift file in the project).
