ROS Package tooling and publishing

Working with @beniaminopozzan to generate and publish proper ROS packages for the px4_msgs for both arm64 and amd64.

TODO

[x] local generation using container
[x] update building documentation
[ ] auto generation for publishing official packages hosted by px4

Folks, I spoke with @tfoote during ROSCon 2025. It might be possible to publish to the ROS infrastructure and bundle it with official ROS releases. No promises, but I'll be looking into this.
