Python add lark dependency

Needed for rosidl to parse idl files and generate RIHS01 hashes

We are soon going to deprecate these containers in favor of the px4-dev container that lives under PX4-Autopilot repo, this one builds automatically.

@mrpollo could we just merge this to update the container? The change is quite trivial anyhow. I've seen the new container work but it's hard to figure out the ETA on that one.
