Bug Page: MAVLink Messaging

Needs to be reviewed and updated to better answer the question "How do I add my own MAVLink message" and put it into PX4.

Some of the things to cover:

• How to generate and where to put the generated files
• What the build system checks are (build system checks the MAVLink version and asks the user to reset it)
• Push http://qgroundcontrol.org/mavlink/create_new_mavlink_message into MAVLink new repo and better cross link.
• Structure something like “I want a new message” -> “add the message” -> “generate”
