boards: add CONFIG_BOARD_SERIAL_RC for all boards with RC_SERIAL_PORT
In preparation of fully moving away from the monolithic drivers/rc_input (another incremental step https://github.com/PX4/PX4-Autopilot/pull/23420).
This needs to be verified on something like a px4_fmu-v6x with and without optional px4io/rc on the same device depending on the baseboard.
