NuttX Moving params to LittleFS

This is an extension of https://github.com/PX4/PX4-Autopilot/pull/18958, and it is still a work in progress. The code has been moved to the top of a 32-byte granularity FRAM, but we are facing some blockers related to space. Specifically, we need to address the following:

• For most of the boards, there is not enough space on the flash for firmware.
• For devices that use different storage than FRAM, we need to determine what needs to be done.
