Check probably incorrect access=agricultural tags (and access=forestry)

The prohibition signs in Germany that I expect on those ways are [DE.250](https://de.wikipedia.org/wiki/Datei:Zeichen_250_-_Verbot_f%C3%BCr_Fahrzeuge_aller_Art,_StVO_1970.svg) for `vehicle=no` and [DE:260](https://de.wikipedia.org/wiki/Datei:Zeichen_260_-_Verbot_f%C3%BCr_Kraftr%C3%A4der_und_Mofas_und_sonstige_mehrspurige_Kraftfahrzeuge,_StVO_1992.svg) for `motor_vehicle=no` These signs are modified with the additional signs[DE:1026-36](https://de.wikipedia.org/wiki/Datei:Zusatzzeichen_1026-36_-_Landwirtschaftlicher_Verkehr_frei_(450x600),_StVO_1992.svg) which cahges `=no`...

I do not know any way where `access=agricultural` without other access tags is correct. In Germany a combination of at least 6 Signs is necessary for `access=agricultural`: DE:250;DE:1026-36;DE259,DE:1026-36;DE:257-51,DE:1026-36 to forbid...
