Moving my installation to D:\x64dbg and C:\x64dbg did not fix the issue. The database file will still not create.

> Do you have any AV or other filesystem drivers installed? The only AV I have is Windows Defender and Malwarebytes, and I disabled both of them. No filesystem drivers...
