Huh, I am having the same problem.
``RPM build errors: Could not open /home/"insertusernamehere"/Downloads/fedora-amdgpu-pro-main/packages/x86_64/amd-gpu-pro-firmware-5.7.2-1.fc39.x86_64.rpm: Permission denied`` The /x86_64 directory is empty.
When I move the .rpm into that folder, it deletes it instead.
