Update to new Mumble version 1.4

The Dockerfile is no longer buildable, because the static_server is removed. See https://github.com/mumble-voip/mumble/issues/5453#issuecomment-1015027131 and the following comment. But there has been a [project](https://github.com/mumble-voip/mumble-docker) started for an official mumble-server docker image.
