Adding spec script for creating RPM packages.

I've written and tested the .spec file for building and RPM packaging of Stepmania on current OpenSUSE (Tumbleweed) making it easier to install on those systems.

Fixed build issues on new kernels were `rdtscll` has been deprecated.

Needed the driver to build on Debian with Linux kernel version 4.19.12-1 `rdtscll` seems to have been recently deprecated and removed so I made a quick fix.
