maxPending limit is enforced with some de-facto leniency under heavy load

As stated in https://github.com/reactor/reactor-netty/issues/2261 the bug does still exist in reactor-core:0.2.8 / reactor-netty-core:1.0.19 Is there anything we can provide to help with this issue?

Build fails on Windows

Well, seems like the cdrx/pyinstaller-windows docker image is just broken. When built from windows itself via ``` pip install -r requirements.txt pyinstaller.exe .\logsmith.spec ``` it does work. Might have to...
