+1 from me on this. Ansible should not be deciding what to install from repodata--it needs to understand the live state of the system under installation to make this decision.
I think that this codepath--duplicating logic from RPM and DNF--is bound to be problematic, and is better to leave it to the package manager to perform this function. Otherwise, ansible...
