RFE: Allow uploading artifacts

Is this feature request related to a problem? If so, please describe it.

For SIG's to operate or for regular users to have COPR-like abilities, it should be possible to allow uploading from the UI into the lookaside bucket. Currently this is not possible and is a manual process done by the current admins of Rocky's peridot system.

Describe the solution you'd like to see

An upload selection in the left side bar. This should obviously be controlled by permissions in some capacity.

API and Command line support were added in #28 - do we still want this in the GUI?

We do need to think through how we will isolate artifacts between projects
