update for Julia 1.0?

Hi, There is already a julia.nanorc file, but I do not have time no the exact knowledge to update it.

The syntax of nanorc files is very easy, if you want to try to modify yourself, I'll accept any pull request and merge it!

(Please note that this project is NOT the official repository for nano and nanorc files, so maybe try looking for an up to date julia.nanorc file from the Julia community? The official GNU Nano source code does not include a julia.nanorc file yet)
