In case it helps someone else, I got this same (unhelpful) error when my docker file referenced a local image which hadn't yet been created

I'm still experiencing this issue with the postgres clustering provider - presumably because it looks like this PR hasn't completed yet. I've applied the relevant Sql command to my database...
