[backend] Cannot get MLMD objects from Metadata store: received initial metadata size exceeds limit

Fixed by adding the argument to `metadata-grpc-deployment`: ``` spec: ... template: ... spec: containers: - args: - '--grpc_channel_arguments=grpc.max_metadata_size=16384'
