This limit was in place [on](https://github.com/internetarchive/Zeno/pull/51) our [old queue](https://github.com/internetarchive/Zeno/commit/28c0f3f029b61b25d398d722c00ae9cf717f4836#diff-f5ddc17e37d2907717b7cbc92ec4bd39a349743e59fc3a20407f2038930ca4d6L56). There is a partial version currently implemented but needs to be evaluated more thoroughly to ensure it is still working correctly.
This should stop the panics from Seencheck failures as well as add retries. We do have additional work to do in #521 .
We should validate that ItemFailed gets reset in HQ (and probably LQ as well).
