Issue getting VST to work in Reaper

I've cloned the 3 listed required git repos and ran the "powershell -command "Expand-Archive -Force SharpSoundDevice\Builds\SharpSoundDevice-1.5.2.0-2019-08-11.zip LiveSPICE\SharpSoundDevice"" command but can't figure out how to get the vst plugin to work...
