Added Install Instructions for AMD GPUs

In Reference to Issue #427, I added the install instructions to the README (I didn't add it to the docs/installation.rst because it refers back to the README.md.)

I believe the instructions are still correct. I personally wouldn't add all the different ways to install pytorch but rather link to their general instructions on how to install to keep it simple. I don't follow closely but I believe pytorch now also supports Apples Metal Performance Shaders, which would just add more to the list. Feel free to do whatever you like with the MR.
