Is the gps reciever set to NMEA output? If you run gpsmon, what does it report?

It seems like the gpds service is not getting a position from the gps. 1. Do you have a GPS receiver with usb? Is there a way to verify that...

I would dare to say no. According to technical specifications rtl-sdr goes up to 1.75 GHz. Over here it would be useless at the moment as LTE uses 2.3-2.5 GHz....
