getting a strange error about misconfigured Azure URL - but the USE_AZURE=FALSE is set and when I run a print I get "The value of self.use_azure: False" anybody seen this...

was working with 0.2.2 - updated to 0.3.1 and now getting errors in loading all plugins - did the plugin reinstall - but same issue - any body seeing this...
