This is a generalized Block Editor issue.
The Page Builder preview also seems to lack some asset loading:
@AlexGStapleton I can open a new issue if you'd prefer. Can we see if we can load assets into the Styles interface too?
I am able to replicate the result using the above build. The issue is visible on the Styles screen on the Snapshot demo: https://demo.siteorigin.com/snapshot/wp-admin/site-editor.php?p=%2Fstyles.
