So it's been like this for more than a year? I don't remember seeing this problem when I was using 4.6.x
Is there a fix for this coming? it also happens each time you switch primary displays, change resolution, disable a display, wake up from Sleep or Hibernation, ... I'm dealing...

I don't use Handbrake, I use VidCoder. If VidCoder uses Handbrake... shouldn't be you telling them about the issue?
HandBrake doesn't have this issue. I'm switching to HandBrake from now on. Thanks anyway.

It seems it was an issue of Nvidia themselves, which they fixed in the new 560.70 drivers: [NVENC] Quality and bitrate settings are ignored at 10-bit encoding [4697900]
