Support WMF files that start with META_PLACEABLE record

Add support for `META_PLACEABLE` record in my fork. What about support for all the missing record types?

Parsing your sample WMF, even with `META_PLACEABLE` record support, will fail. There is a `META_ESCAPE_ENHANCED_METAFILE` record with non-standard commentIdentifier: `MGXI: created by Micrografx, Inc. Mgxgre v1.0`.

Proxy no longer works after upgrading to Ubuntu 24.04 Noble

Can't confirm. I run non-Docker mtg v2.1.7-3-ge68d0c7 on Ubuntu Server 24.04.1 LTS.
