Through some testing, I'm getting an automatic download for ALLOW_ON_USER_GESTURE file types only if both conditions above are met. In addition, this is also confirmed at https://textslashplain.com/2021/05/19/download-blocking-by-file-type/ and https://chromium.googlesource.com/chromium/src/+/HEAD/chrome/browser/resources/safe_browsing/README.md#guidelines-for-a-downloadfiletype-entry.
Adding lack of support for CA in InPrivate may help reduce support calls. I sense the wording could be better, please adjust as necessary.
