I can confirm this bug. Manual start crashes the first few times as well. Approx. 1 minute after windows start, the manual start succeeds as if it needs some service...

Yes it also works in campaign at 60 fps.

Can you confirm if this is still a issue with the latest version 0.71 released today ?
