7b81261 should fix it, and 6e99625 should test it okay.
It's a bug. That `` doesn't contain any elements that would form an implicit fileset.
1. This feature was added after my original pull request. 2. If the file existed before the failing pipeline run, should the old file be left unchanged or deleted?
Example that should work but doesn't? Example that does currently work?
What's useful to do probably comes down to a balancing act between "a point of entry for JATS users who may not have the resources to create them from scratch"...
