Heavy CPU load from draw.io windows client

I have had this issue in the past. Updated to 14.1.8 and I can no longer reproduce this issue through copy-paste between instances of the app. Could be fixed now.

Missing user feedback for why publish was aborted when --no-interaction is set

+1 on this issue. Removing the `dist/` dir certainly works, but it's pretty frustrating. It would be better to have an option to build only if build artifacts don't already...
