I can observe the same behavior in an AWS EKS cluster with k8s 1.21 and Argo CD. But I have no idea how to debug it.

I am wondering why the VPA recommender uses targetMemoryPeaksPercentile := 0.9. Shouldn't it use the maximum observed memory usage to avoid OOM kill? https://github.com/kubernetes/autoscaler/blob/master/vertical-pod-autoscaler/pkg/recommender/logic/recommender.go#L108
