I'd much prefer if climate control's power costs went up with the temperature difference. Though I guess that might be out of scope for this PR.

I don't think I'll be able to finish this anytime soon.
Conditional names and component lists didn’t exist when this was added iirc so making the more extensive change to make them more useful is fine.
