Null reference exception on place intersection asset with TMPE data

### Describe the problem When place first building call `Singleton.instance.m_tempSegmentBuffer.ToArray()` but now this FastList is empty  and in FastList.SetCapacity() set m_buffer = null  when place second building call...

there was a bug that groups data could not be loaded and groups had default values all time. I am not sure how good my fix is because I did...
