exclude_unpaved is working differently when using default_speeds.json

A Valhalla server with default_speeds finds a route with this request, same server with same data but without default_speeds does not. I did not expect one server to find routes...

ON gets mistaken for a keyword here. There should be no error, the query works. MariaDB 11.4.4 sql-parser 5.10 & master
