Allow the usage of mingw64 libs on windows

Modify the conditional block in `vapoursynth-sys/build.rs` to allow the usage of `/mingw64/lib/libvapoursynth-script.a` and ` /mingw64/lib/libvapoursynth.a` for compiling in windows, this would allow mingw64 to compile it on windows.
