[WarnSystem] Add optional Context Menu commands

Add a way to apply warnings trough user context menus. As they are limited to 5, it might makes sense to enable them trough a command for selected warning levels....

Add a ephemeral option for the warn command responses. This could also include a smart option which only uses ephemeral messages when using the command in a public channel.

This would offer a way to provide a proof to the given reason directly trough the command.
