Allow users to specify the redis key via a strategy of some kind

I think this change causes more problems than solutions I just added a [comment](https://github.com/spring-cloud/spring-cloud-gateway/pull/2517#issuecomment-2670823442) to #2517.

Exception with RequestRateLimiter filter combined with response header filters

RemoveResponseHeaderGatewayFilter has been fixed (in 4.3.0), but other response filters like DedupeResponseHeaderGatewayFilterFactory, RewriteResponseHeaderGatewayFilter, AddResponseHeaderGatewayFilter ... have not yet been fixed.
