ConnectivityManager.getBackgroundDataSetting() is no-longer functioning

Also, it is used in [AbstractAlarmService.java](https://github.com/bottiger/SoundWaves/blob/579d7eff44ef7c21ea01976017fef422b7077a4c/app/src/main/java/org/bottiger/podcast/service/AbstractAlarmService.java#L133). Now the checking is just equivalent to `if (false)`
