I seem to have the exact same issue, every reboot AltSnap has to be restarted or dragging just doesn't work.

Maybe, instead of changing media control previous/next buttons functionality, additional buttons could be added, specifically for skipping back/forward? Vlc is doing it this way, and it's very convenient (example):
