Seems like the latest purpur build for 1.19.2 is #1858. Have you tried updating to that?
ICD uses DiscordSRV's Slash Command API to register commands, so perhaps there's something going on on their end? Or perhaps you are not running the latest build of DiscordSRV?
You would have to recreate the images after you grant the animated maps permission.

Are there any errors in the console when you create the images?
Does it say it was created successfully? What shows up on the maps?
If you are doing refreshes through API calls, you could just hook into ImageFrame. Otherwise, I believe you can refresh images through the console like this `/if refresh LOOHP:image`.
Try updating to the latest dev build, see whather it still happens.
