I was actually running into this while trying to get better error messages, and this "all is a statement" at the parser input is rather problematic, to say the least....

One thing that catches people is that each test scenario is a trace, and they are all independent. So, basically, whatever's inside of a section like `SCENARIO`, `WHEN`, `THEN`, etc....
