Note: I dont have a slow PC so that isnt it, it goes up to the 86 within a second or two. It literally just hardstops there.

Dont think so, happens with no man's sky and a few others too. I've also seen people make tutorial videos on how to play multiplayer with UWP dumper in subnautica....
