I don't think it is a bug, even in mac pdf preview and chrome pdf viewer you can't scroll without clicking on the pdf.

@eh2077 @brunovjk, I think that while you were resolving conflicts, you mistakenly added back the dependencies that were removed in this [PR](https://github.com/Expensify/App/pull/40217/files). This [issue](https://github.com/Expensify/App/issues/38744) is now again reproducible for tags.

@brunovjk, I assume transactionID remains unchanged when transaction details are altered, so we can leave it as is. We only need to remove transaction, but please verify this while recording...
