Closes #GH-4759 Referring to [Strict Mode](https://reactjs.org/docs/strict-mode.html) - remove UNSAFE_componentWillMount & UNSAFE_componentWillReceiveProps, also update some devDependencies - react, react-dom, react-test-renderer 18.2+ versions.
