I actually disagree on the 'submerge' issue. The Skeletal Dragon is an enormous being, so it is quite unlikely that it can stay undetected, even if submerged in water.

Oddly enough, using the save (replaying up to turn 23, then continuing to play) I can't reproduce it on 1.14.9 as well. So maybe it's somehow not a thing anymore?
Smallish thing: Galas has full mp in the 2nd part of that scenario, while Elynia has 0 mp left.
